The following are the sections that help run the ministry:
Administration
The administration focuses on a wider range of services. This includes speedy handling of correspondences, public relations and quick and accurate responses to media queries/coverage among others. The Division will pay more attention to coordination and implementation of Government policies under the charge of the ministry, general administration of service delivery systems and management of transport and other related services.
Finance
The Finance Management function entails budgetary supply matters; processing of annual forward and revised estimates; issuance of Authority to Incur Expenditure (AIE); expenditure forecasts and monitoring; prioritization of projects and activities for the purpose of financial allocations in the budget; oversight of commitment of funds and expenditure trends, budget monitoring and reporting, reallocation within and the overall financial management and control of voted funds.
Procurement The unit focuses on timely and cost-effective measures to facilitate delivery of supplies and sustain their availability throughout the period. The function will include better management of procurement of supplies process, management of inventory and stock control and management and inspection of stores.
Accounts
This section is responsible for the following functions:
- Effective financial management and keeping of proper books of accounts.
- Processing authorized expenditure.
- Requisition for cash from the Treasury.
- Preparing of Annual Accounts.
- Replies to audit enquiries on accounting matters.
Human Resource Management
The Division is responsible for maintenance of accurate information of personnel records. The major responsibility of this Division includes proision of quality personnel management services, identification, interpretation and implementation of personnel policies and ensuring staff welfare.
Human Resource Development
The unit focuses on staff capacity building especially in training and other forms of skills acquisition. Training projections shall be developed and funded within the ministerial resource allocation and DPM support. The Department focuses on the smooth flow of information internally and externally and involves the training on customer care services and improved overall image, maintaining a modern in-house library and up-dated information on the website about the Ministry or other major functions.
Central Planning & Monitoring
The Division emphasizes on monitoring and evaluation of projects and of the strategic and work plans to ensure activities are implemented within schedules. The Division shall develop and maintain management information systems for the ministry and coordinate ministry's computerization programmes.
Information Communication Technology
The unit is responsible for:

Implementation of e-government strategy, IFMIS and IPPD projects

Installation and maintenance of computer equipment

Installation and Configuration of Local Area Network and Wide Area Network

Developing and updating Web Based Applications and Information Systems development

Offer user support and help desk services
AIDS Control Unit
The ACU is responsible for:
- Managing and co-ordinating logistical support and links ACU to Sub-ACU through meetings
- Advocating and preventing infection rates through behaviour change
- Promotion of status declaration
- Conducting HIV/AIDS survey in the Ministry with support from NACC
- Provide counselling and material support to infected staff
- Provision of food supplements and antriretrovirals
- Referral services
- Support upon death
Legal Office
The legal department is an establishment on secondment of the Office of the Attorney General whereof the legal officer in the Ministry is charged with responsibilities inter alia as herein below:

Advising the Ministry on legislation and other matters incidental and ancillary to the law

Undertaking civil proceedings in liaison with the office of the Attorney General for and on behalf of the Ministry

Preparation of statutory declarations and amendments to legislative enactments

Drafting on international agreements, subsidiary legislation, bills and reform of statute laws

Negotiation and drafting of commercial contracts between the Ministry and other parties

Drafting of cabinet memoranda to accompany presented to cabinet for approval

Drafting of Bills and Subsidiary Legislation
